  Re: Church Road Realignment

 Dear Bob,  

Enclosed is the list of "adjoining property owners" as well as the other affected residents in respect to the realignment of Church Road. I have discussed with our Board Liberty Property Trust's intention to meet with the residents to discuss this matter further and to answer any questions the residents may have. As we understand it this is being done with the hope of obtaining a reversal of the vote against this proposal previously expressed by those involved.  As you know the Great Valley Association has reviewed this subject over the past twelve + months e.g., in our spring newsletter, public meetings and ultimately in the letter addressed to all concerned to make certain:

a)      all parties understood the facts and options involved;

  b)      the need to obtain the approval of the "adjoining property owners " in addition to that      of the Liberty Property Trust and the Township in order to modify the covenants in the case of the realignment;

  c)      that the Great Valley Association has no vested interested in any of the options. Our objective is and has been the greatest good for the greatest number.

 In the opinion of the Board all of these objectives have been accomplished and this matter has been put to rest, based upon the vote of the residents which did not favor the realignment proposal. Nevertheless, if Liberty Property Trust Inc. wants to continue the dialogue with the residents the Association obviously has no objection. In fact this matter will be discussed once again at our annual meeting on November 1,2000.  

 In respect to the traffic signal we have reviewed Traffic Planning and Design Inc.'s analysis of the Church and Swedesford Roads intersection. In all due respect the analysis does not contemplate any improvements to this intersection which in our judgment unduly slants the analysis in favor of the realignment. Since Penn DOT is now designing the intersection, we suggest that reference to TPD's study be held in abeyance until the final design has been completed and we have all of the facts. As we noted during our meeting on October 10th, an advanced green at this intersection and some other improvements to accommodate traffic flow up to and around the left turn on Swedesford to Church Road would substantially improve matters. This does not include the taking of ground from the residents fronting on Swedesford Road past this intersection, which we oppose. It would also occasion further delay in resolving the traffic problem.

Finally it would be premature to bring the Township into the picture at this juncture. The issues at hand are the realignment and the need to modify the covenants if a revisit to this proposal should result in a change in the position of the affected parties. The focus of the renewed discussion should be on these issues.
